Room to Grow, Water to Flow: Precast Protects Drainage Corridors in California Development

Building new roads and infrastructure within California's 5,230-acre Placer Vineyards development required protecting existing drainage channels and nearby wetlands. Rather than filling or redirecting natural waterways, the project incorporated precast concrete box culverts to carry stormwater and seasonal flows beneath new roadways. Jensen Infrastructure manufactured the culvert system off-site, allowing construction crews to install the structures efficiently while limiting work within environmentally sensitive areas. Completed in September 2025, the culvert project supports continued development while maintaining existing drainage connections across the site.

The Challenge

The Placer Vineyards development encompasses approximately 5,230 acres in southwestern Placer County, California. Building new roads, utilities and residential infrastructure within the master-planned community required careful consideration of existing drainage networks, seasonal wetlands and vernal pools.

The project needed to accommodate a new roadway while keeping an existing drainage channel functional beneath it. Because the surrounding area includes protected wetlands and environmental mitigation zones, the drainage path could not simply be filled or redirected to accommodate construction.

The development also required infrastructure capable of conveying stormwater and seasonal flows as additional roads, homes and other facilities were constructed over time.

The project team needed a durable drainage crossing that could support roadway loads, maintain water movement through the site and minimize construction activity near sensitive habitats.

Precast Solution

Jensen Infrastructure supplied a precast concrete box culvert system designed to maintain an existing drainage corridor beneath new roadway infrastructure at Placer Vineyards.

The culverts provide a structural crossing that allows stormwater and seasonal flows to continue moving through the site’s drainage network while supporting development above.

The precast components were manufactured off-site at Jensen Infrastructure’s Lockeford, California, plant and delivered ready for installation. R&R Pacific Construction participated in the project.

Using precast sections reduced the need for extensive on-site concrete forming and curing, allowing crews to install the drainage crossing more efficiently.

The culvert system is part of a broader site development strategy incorporating drainage corridors, grassy swales, retention and sedimentation basins, and designated wetland preservation areas.

Why Precast?

Precast concrete provided a way to construct drainage crossings that accommodate new development while maintaining existing water flow through environmentally sensitive areas.

Preserving drainage patterns: The box culvert system allows stormwater and seasonal flows to pass beneath new roadways without requiring the existing drainage channel to be filled or redirected.

Structural strength: Reinforced precast concrete culverts provide the capacity to support roadway and earth loads while accommodating fluctuating water conditions.

Efficient installation: Manufacturing the culvert sections off-site reduced the amount of concrete work required near wetlands and drainage corridors. The sections arrived ready for installation, avoiding much of the forming and curing associated with cast-in-place construction.

Controlled manufacturing: Plant production allowed the components to be manufactured under consistent conditions with dimensional accuracy and quality control before delivery.

Long-term durability: The precast structures were designed to provide reliable drainage infrastructure as the surrounding community continues to develop.

Together, these advantages allowed the project team to construct needed transportation infrastructure while maintaining the site’s existing drainage connections.

Results

The precast concrete box culvert project was completed in September 2025, providing a drainage crossing beneath new roadway infrastructure at Placer Vineyards.

The installed system maintains a path for stormwater and seasonal flows through the development, supporting the project’s goal of preserving existing drainage corridors as construction progresses.

According to the submission, off-site manufacturing and rapid installation helped the project maintain development schedules while reducing the duration of construction activity near environmentally sensitive areas.

The culvert system contributes to a broader site plan that incorporates wetland preservation, open-space drainage corridors and stormwater management features.

While the structures are designed to support long-term drainage performance and environmental protection, the submission does not include post-construction flow measurements, water-quality data or quantified reductions in flooding or erosion.
