Director of Codes & Standards
Reports to Senior Director of Membership and Regulatory Services
General Summary
Represent the association’s and precast concrete industry’s technical objectives to regulatory agencies, standards-setting bodies, specifiers and other technical forums. Provide support and guidance to NPCA staff, Board-appointed, product-specific and standing committees.
Leverage all available resources to provide members and associated professional organizations with the best possible precast concrete technical information and assistance. Be the technical liaison for Marketing and Communications department.
Duties and Responsibilities
- Be familiar with industry specifications, codes, standards and the latest reinforced concrete technology.
- Maintain accessible “database” of all relevant codes and standards, and pertinent organizations affecting the precast concrete industry.
- Oversee association representation at industry forums and attend all relevant codes and standards industry meetings serving as the NPCA representative, as budget allows.
- Keep President, Senior Director of Membership and Regulatory Services, Marketing and Communications personnel, and other stakeholders informed of industry issues and activities impacting certification, NPCA outreach, etc.
- Provide support to the process of granting certification to plants by reviewing official audit reports generated by auditing agencies, under the guidance of the Director of Quality Assurance Programs, in compliance with ANAB.
- Tracking of meetings attended and future meetings.
- Represent the Association at trade shows, exhibitions, presentations, member “lunch & learns” or conferences, as required.
- Provide technical assistance to members and associated professional organizations, and answer assigned technical questions.
- Coordinate and support the technical activities of product-specific committees, as assigned.
- Provide technical support to plants enrolled in the NPCA Plant Certification program.
- Support Marketing and Communications with article research.
- Write technical articles and publications.
- Keep supervisor informed of requests from other departments, members, specifiers, etc.
- Additional duties as assigned.
Internal/External Relationships
Extensive contact with other staff members and management team; all product-specific steering committees, and Board-appointed task forces; all members and a variety of other professional agencies is necessary. Keeps Senior Director of Membership and Regulatory Services informed of all important actions.

Places Where Work is Performed
This work is performed primarily on the employer’s premises, except for scheduled committee meetings, regulatory meetings, conventions, conferences, educational offerings, in which case, the work is performed at the location of the event or meeting.
Requirements
- Bachelors of Science in Engineering discipline.
- Registration as a licensed Professional Engineer.
- Strong verbal and written communication skills.
- Demonstrated public speaking and presentation skills.
- Excellent computer skills, including MS Word processing, PowerPoint, Excel spreadsheets, and Phoenix database (NPCA software).
- Strong interpersonal skills, including an ability to work in a fast-paced team environment and with volunteers.
- Minimum of 3-5 years’ experience as an engineer preferred.
Precast Concrete Sales/Estimator

Title: Precast Concrete Sales/Estimator
Role Description
With M&W Precast Corporate Values in mind, the Precast Concrete Sales/Estimator develops cost estimates for the bidding process and professionally manages the sales process on bid projects. He or she establishes and nurtures customer relations while serving as the project coordinator and the contact person working with all internal departments to meet delivery schedules and expectations.
General Responsibilities and Duties
- Estimates material, labor and freight for construction projects identified as good bidding opportunities
- Works with Operations Manager and Engineering regarding form costs and labor costs on special projects
- Generates estimates and proposals for selected projects
- Obtains bidders lists for projects that have been scoped and estimated
- Actively pursues bid projects with timely follow up and awareness of project status
- Tends to and assists walk-in customers with project and product inquiries
- Assumes the role of Project Manager for (minor) projects that have been awarded to M&W Precast and performs the following tasks for those (minor) projects:
- Serves as the contact person between the customer, engineering, and operations
- Ensures that delivery schedules, specifications and expectations are met
- Works with Engineering/Drafting to ensure that drawings are submitted in timely manner and project benchmark dates are met
- Documents all phone and verbal communications related to projects
- Maintains project files in an accessible and well-organized manner
- Advises the Operations Manager of the development of circumstances leading to potential change orders or added costs
- Works with the Operations Manager and the Shipping Manager to ensure that delivery of the finished product is coordinated with the General Contractor’s building schedule
- Coordinates and communicates with the General Contractor regarding any issues with the delivery or product quality
- Reports all concerns regarding drafting, engineering, production, and raising of structure to the Operations Manager as they arise
- Serves as a role model for employees regarding attendance, timeliness, loyalty, mutual respect, and support for organizational teamwork and continuous process improvement.

Purchasing Manager

Role Description
The Purchasing Manager is responsible for creation and execution of M&W Precast’s end to end commodity sourcing strategy for assigned categories that align with strategic and operational procurement initiatives. In this role, the individual will identify cost reduction opportunities through negotiation or alternate sourcing and negotiate agreements which assure seamless material availability required to achieve organizational objectives while maintaining strategic relationships.
The Purchasing Manager will work with operational leaders across Wehrung’s Family of Businesses (WFB) to support and implement clear and cohesive strategies, which will achieve continued improvements in input cost, supplier quality, and organizational performance. The Purchasing Manager will execute on the group and corporate objectives including supporting the Centralized Procurement model.
General Responsibilities and Duties
- Collaborate and align with WFB procurement teams to leverage scale of procurement resources and initiatives. Provides monthly reporting on savings, cost avoidance, key initiatives, and projects.
- Analyze available procurement data to include year-over-year spending trends, spend by business unit/division, spend by supplier, number of suppliers, price variance, and transactional volumes.
- Lead strategic sourcing activity for assigned category portfolio identifying opportunities for cost reductions or process enhancements.
- Assess external market conditions and conduct cost model analysis to determine sourcing opportunities and risks.
- Participate in supply partner negotiations establishing favorable pricing, terms and conditions while ensuring required organizational service levels are achieved.
- Monitor quality control of products
- Provide supplier performance data and conduct business reviews with key suppliers. Includes supplier audits and qualification visits as needed.
- Serve as market expert of assigned category portfolio and communicate updates in demand or cost.
- Coordinate with teams to implement strategic sourcing initiatives including Master Purchase Agreements (MPA), Vendor Managed Inventory (VMI), Consignment, and other actions which improve cost structure.
- Assist in the adoption and implementation of corporate purchasing initiatives.
- Ensure service levels are achieved and that continuous improvement efforts are implemented.

- Responsible for maintaining overall store appearance and cleanliness including the exterior areas.

Production Associates - Buildings Division

Role Description
The Production Associate performs all activities and duties, keeping in mind the best interests of the company while utilizing all company assets to their fullest. As a member of the general laborer staff in the Building Division, an individual in this role produces quality products in a timely, efficient, productive, and profitable manner.
General Responsibilities and Duties
- Works under direct supervision of Building Division Supervisor for the purpose of learning the following basic skills:
- Setting up and oiling forms
- Cutting and placing wire mesh
- Cutting and tying reinforcing bars
- Placing and setting form liner, holes, and inserts as required per approved shop blueprints
- Pouring, troweling, and finishing off freshly placed concrete
- Stripping and cleaning forms
- Cleaning up around work areas
- Shows consistent improvement in the ability to perform work utilizing these skills.
- Takes the initiative to remain involved in productive work throughout the workday, either by performing work related to fabrication of precast concrete products or by informing the Crew Leader of availability to perform other tasks.

- On a daily basis, according to company standards, strip concrete from molds; clean, oil, reinforce, and reassemble molds per approved blueprints; and pour fresh concrete into the molds and finish troweling the concrete.
- In an effort to better serve the Company and our customers and to generate sales, consistently take the initiative to become knowledgeable with the Company’s product lines. Become familiar with their applications and distinguishing characteristics.
- Follow all implemented quality assurance measures in the production of the Company’s products.
- Report equipment problems immediately to Crew Leader
- Assist with inventory control. Advise your supervisors immediately of inventory shortages, damages, backorders, problems, etc.
- To ensure efficient operations, complete and submit in a timely manner, all necessary department, and personnel forms appropriate for given situations.

- Report any unresolved problems with co-workers or other departments to your supervisors.

Finisher/Patch Technician-Building Division

Role Description
The Finisher/Patch Technician is responsible to finish and repair precast concrete surfaces, concrete floors, walls, and other precast structures to specified textures and colors.
General Responsibilities and Duties
Works under direct supervision of a Building Division Supervisor to:
- Prepare and finish pieces to match the required color and texture of the precast concrete product
- Utilize special hand tools and apply patching skills, and knowledge to remove/repair rough defective spots and blemishes in concrete surfaces, and patch holes with fresh repair materials
- Follow instructions and repair steps according to engineering and/or QC processes
- Identify which products need to be finished/touched up before they can be yarded to final storage position
- Mix patch cement to create suitable patching material
- Apply patch repair material in a manner which ensures the highest quality finish
- Effectively communicate with department supervisor, QC and Yard staff
- Inspect all assigned products for cracks, chips, and color variations and repair as required

- 3+ years of precast concrete experience-preferred but not required

Role Description
The Quality Control Technician tests materials and finished products to ensure they conform to all applicable laws and company standards. Three stage testing includes before, in-process, and final product to ensure quality levels are met.
General Responsibilities and Duties
• Develop and maintain inspection reports
• Ensure compliance to federal and state laws, as well as company standards and specifications
• Maintain calibration of quality control equipment
• Perform inspections across all stages of production
• Prepare and maintain test data for review
• Evaluate data and draft reports, noting any relevant deviations from existing standards
