On September 10-12, 2018, two NPCA professional staff members traveled to Cleveland to participate in the annual meeting of ASTM Committee C13 on Concrete Pipe.
NPCA Director of Codes and Standards Eric Carleton, P.E., is the current committee vice-chairman. NPCA Director of Sustainability and Technical Education Claude Goguen, P.E., LEED AP, is a member of subcommittee C13.03. The two attended meetings and interacted with more than 100 others in the industry.
Committee C13 has jurisdiction of over 55 ASTM standards including C478 for precast manholes, C1577 and C1786 for box culverts and many others used by our members. Here are a few notable takeaways from the meetings:
ASTM C13.02 Reinforced Concrete Pipe
The subcommittee is completing negative resolutions on a ballot item creating new pipe standard: Specification for Standard Specification for Precast Concrete Culvert, Storm Drain, and Sewer Pipe to Be Installed Using Trenchless Methods.
ASTM C13.03 Effects of Biogenic Sulfuric Acid on Concrete Pipe and Structures
The subcommittee put forward its first subcommittee ballot on a design guide for MIC potential testing & mitigation measures.
ASTM C13.05 Special Projects
A ballot with proposed testing revisions to clarify cylinder testing requirements for precast products had persuasive negatives and will be reviewed for revised ballot.
ASTM C13.06 Manholes
The subcommittee moved forward a ballot item to clarify that fibers are not to be used as primary reinforcement for C478 Manholes.
ASTM C13.07 Box Culverts
The subcommittee is reviewing for future ballot a revision to the steel layout details, specifically the required development length of steel As2 and As3 currently shown.
C13.08 Joints
A ballot item will be forthcoming clarifying the permissible design and manufacturing tolerances for C443/C443M compliance.
C13.09 Testing
A new empirical test method for manhole base slabs, much like the existing manhole flattop slabs, was approved.
