Dan Houk, president and CEO of Wilbert Precast Inc., has been elected NPCA’s 46th chairman of the Board. Houk took the gavel to begin his 12-month term Oct. 24, at the 45th Annual Convention in Vancouver, B.C.
A lifelong precaster and NPCA member since 1977, Houk takes over from outgoing chairman J. Kirby O’Malley, president of Garden State Precast Inc. Speaking at the Chairman’s Banquet in Vancouver, Houk said that he is committed to building awareness among NPCA members of the many services available through the association, including online educational opportunities, new tools created by NPCA’s committees and specifier resources.
Houk added that he plans to strengthen relationships with state and regional precast concrete associations and hopes to share resources with these NPCA affiliate members to “accomplish a seamless transfer of knowledge between the national and local associations.
“We’re all in this together,” he added. “We need to lean on each other to provided needed information and ideas – without duplicating efforts.”

Dan Barbour Presented Yoakum Award
As a third-generation precaster, Dan Barbour grew up attending NPCA events and then spent nearly two decades serving in leadership positions. His long-term leadership as a membership chair, board member and chairman of the NPCA Board of Directors put Barbour in the spotlight once again as he was presented with the 2010 Robert E. Yoakum Award at the NPCA 45th Annual Convention recently in Vancouver, B.C.
“It’s an honor to receive the Yoakum Award,” Barbour said. “My family has a long history of involvement with NPCA and that’s just the way I was raised, to give back, so I feel I need to keep that dedication going forward. Being an NPCA member has given my family countless opportunities and done great things for our business, and I feel that if you just give back half of what you get out of it, it’s going to very valuable to the association and the industry.”
The precast industry’s most prestigious individual tribute, the award is named in honor of one of the association’s founding members, Robert E. Yoakum, who led the effort to establish the association in 1965 and then tragically passed away the evening before the opening day of the first Convention.
Dan Barbour is the third member of his family to earn the award. His father Jim, one of the early leaders of NPCA, was presented with the Yoakum Award in 1974. Twenty years later, the same honor was bestowed on Dan’s mother, Daneen Barbour, for her service to NPCA.
Barbour’s contributions to the Association have been many, including forming the NPCA Young Leaders Group to help the next generation of precasters, chairing the Governance Task Force that completely updated the association’s governance and helping to launch the first Precast Show. He also served four terms as chair of the Membership Committee and twice earned the Douglas G. Hoskin Award for sponsoring the most members. He is one of just three members to reach the Pinnacle level of the Top Gun Club, with 141 members sponsored during his career.
Dominic Girotti Named Hoskin Award Winner
In a year when recruiting new members was hindered by an uncooperative economy, three NPCA members stood out. The three advanced to higher levels in NPCA’s Top Gun Club, an NPCA group that recognizes members for recruiting and sponsoring new members who join the association. This year’s top honor, the Douglas G. Hoskin Award, went to Dominic Girotti of Hy-Grade Precast Concrete in St. Catharine’s, Ontario. Girotti moved up to the Presidential Level by topping the 25-member recruiting plateau and also sponsored the most new members during the previous 12 months. Also recognized were Nancy Mayer, Mayer Brothers Inc., who advanced to the Second Merit Level signifying 15 new members; and Eric Wheeler, Hanson Pipe and Precast, who entered the Top Gun Club by surpassing the five new member mark.
Doug McLaughlin to lead NPCA Educational Foundation
The NPCA Educational Foundation elected Doug McLaughlin as its president for a 12-month term and welcomed three new members to the Board of Directors. McLaughlin, vice president of the Precast Division for U.S. Concrete, has been in the precast industry for more than 35 years and has been active in a variety of leadership roles with NPCA.
The Foundation held its first 5 kilometer run/walk event, Setting the Pace for Precast, in Vancouver during the NPCA 45th Annual Convention. Alex Ricci won the event with a time of 21 minutes, 42 seconds. The next event is a target shooting activity. The NPCAEF Sporting Clays Tournament, Jan. 25, 2011, will be held in conjunction with The Precast Show in Charlotte as a fundraiser for the NPCAEF scholarship program.
